James Hyal, part 1 (obtained at level 30 in Stormwind - sends you to Menethil; note that it may be possible to start the chain further down too), then James Hyal, part 2 - to Theramore, where the Clerk doesn't give a followup quest directly, but following his instructions leads to Captain Vimes.
  • Or, 2. The Orc Report (obtained at level 30 from a pile of dirt in Dustwallow Marsh), then Captain Vimes.
  • Or, 3. They Call Him Smiling Jim (obtained at level 30 from Theramore).
  • Captain Vimes suggests you go out to the Shady Rest Inn, but offers no quest at this stage. At the inn you are led to:
